Your tasks
The Economic Security Delegate is responsible for planning and implementing Economic Security programmes in compliance with ICRC guidelines and standards.
- Develop a comprehensive overview and understanding of livelihoods, socio-economic context and related political and environmental issues;
- Instigate and participate in assessments of the economic security situation of crisis-affected populations;
- Contribute to the identification of beneficiaries, selection of appropriate interventions, and formulation of projects proposals;
- Implement, monitor and evaluate activities according to objectives and plan of actions, such as cash transfer programmes, livelihood support or emergency relief;
- Promote the principles of the Red Cross and of international humanitarian law;
- As a representative of the ICRC, maintain contact and negotiate with government authorities – civilian and military – in order to carry out the work as effectively as possible.

Selection requirements
- University degree in the field of economics, anthropology, agronomy, veterinary, nutrition, public health or strong equivalent experience in the humanitarian field
- Minimum of 3 years professional experience in international humanitarian work including field missions abroad
- Direct field experience with some or all of the typical economic security interventions, including relief, cash transfer programming, livelihood support and social safety net approaches
- Sound understanding of the project cycle, establishing appropriate (SMART) objectives and indicators is required
- Excellent written and oral communication skills
- Strong organisational, managerial, planning, reporting skills
- Very good command of English and French.
- Knowledge of another ICRC working language used in the field (Spanish, Arabic or Russian) is a strong advantage
- Fully conversant with IT tools
- Commitment to the ICRC's humanitarian mandate

Within the context of its Economic Security programmes, the ICRC supports farming and agro-pastoralist communities around the world by providing material inputs for food production, technical support and coaching, to improve their livelihoods. A key focus in its work lies in the identification of needs faced by rural communities who have become victims of armed conflict, the planning and development of sustainable responses aiming at strengthening their resilience, and monitoring the impact of these programmes.

The veterinary programs actually conducted by the ICRC include vaccination campaigns, veterinary treatment programs, de- (re-) stocking, fodder production / -banks, capacity building, herders' awareness training, support to existing structures and institutions and, as well, they aim at sustainable outcomes.
Your tasks
- Depending on the country and the context, she/he is the focal point for livestock related food production programs
- Direct operational responsibility for the implementation of livestock programs
- Design and propose appropriate livestock interventions, integrated into the Economic Security programs
- Communicate and network with partners and other actors involved in livestock programs
- Contribute to the set-up of a monitoring system and evaluations including:
o Identification of SMART indicators
o Preparation of data collection tools and modalities
o Drafting a data analysis plan including linkages with decision making or adjustments as necessaryConduct post-intervention monitoring and impact evaluation of the livestock program / projects implemented by the ICRC delegationGuide and coach EcoSec team members on livestock issues
Requirements
- Degree in Veterinary Sciences with emphasis on Animal Production / Husbandry
- 2 – 3 years of experience in international humanitarian work related to livestock programs and food security
- Sensitivity, knowledge and understanding of livestock owners and livestock based livelihoods (including pastoralist/agro pastoralist livelihoods, migration routes, specificities of land tenure and locally based agreements and negotiations, challenges/tensions between livestock owners and agriculturalists)
- Capacity and interest to work in a multidisciplinary team involving other sectors linked to the economic security of a population as well as ICRC "Protection" related activities
- Good veterinary diagnostic skills
- Has a strong motivation to work in difficult contexts and spend large amounts of time in the field, or - on the contrary – has to manage programs without being able to go to the field
- Strong capacities to analyse complex situations
- Ability to work under stress, particularly associated with a conflict affected environment
- Has the capacity and skills to manage, coach and motivate a small team of specialists
- Is able to live and work in a complex mix of cultures and profession
- Sound understanding of the project cycle, establishing appropriate (SMART) objectives and indicators is required

- A postgraduate degree in Tropical Veterinary Medicine / Agriculture or any degree linked to food security or the humanitarian sector
