The ongoing international armed conflict between Russia and Ukraine continues to have a profound impact on civilians across Donetsk and Luhansk. Damage to vital infrastructure has severely disrupted essential services, leaving communities along the current and former frontlines struggling to access food, clean water, heating, and medical care. Continued hostilities have also led to displacement, with civilians fleeing in search of safety, often leaving everything behind. Since 2014, the International Committee of the Red Cross (ICRC) has been present on the ground, supporting some of the most vulnerable people affected by the conflict. 

Facts and figures: January - June 2025

1,100

conflict-affected people in some communities of Luhansk were
supported with food parcels, while 6,980 people received hygiene and some other essential household items. 

Over 1,500

displaced persons accommodated in 16 centers across Donetsk
received hygiene kits, bedding, and other essential household items. 

3,500

people in one village in Luhansk as well as 3,400 people in five villages, 13 displacement centres, two hospitals, and three blood banks across Donetsk received potable water. 

4,200

people in 4 villages across Donetsk received tarpaulin, plastic sheets and plywood for temporary repair of damaged houses, while 555 people in 2 districts of the city of Donetsk and other places received 557 tons of construction materials to restore their damaged houses.

body bags, 1,000 body tags, and 4,000 pieces of cable ties were donated to local Search and Recovery teams in Luhansk.

1,073

tracing requests from families searching for their missing relatives were received by the ICRC teams in Donetsk and Luhansk who responded to at least 2,047 phone inquiries and facilitated the exchange of about 950 Red Cross Messages, Salamat messages, and letters between Prisoners of War and their families.

marking tape were donated in Donetsk to help reduce related risks to civilians.

Over 70

staff members from partner organizations received ICRC training aimed at strengthening their understanding of partnership working modalities and increasing their awareness of security risks in conflict-affected communities.

From January to June 2025, we worked closely with our local operational partners in both Donetsk and Luhansk to deliver a range of emergency services. These included the distribution of food, hygiene items, mattresses for beds, bottled water, water heaters, water pumps and other essential supplies. We facilitated contact between prisoners of war and their families, and supported selected health-care facilities with equipment and resources to enhance emergency preparedness and meet growing humanitarian needs. In Donetsk, we supported the reconstruction of damaged homes in former frontline areas where communities have returned. In Luhansk, we supported the forensic entities in their efforts to contribute to the dignified management of the dead through provision of materials.
