The Research and Debate Cycle on Principles Guiding Humanitarian Action was a series of high-level public events and experts meetings coordinated by the ICRC on several continents throughout 2015. In the run-up to the 32nd International Conference of the Red Cross and Red Crescent Movement, the Cycle aimed at fostering a global discussion around principled humanitarian action.
Through the debate about principles and their concrete implications on the ground, the ICRC hopes that all parties to a conflict will, in the words of President Peter Maurer, recognize their shared humanity. Only through this recognition and dialogue will the ICRC be able to intervene to help affected populations.
