There are rules protecting non-participants, prisoners and the wounded. These rules are set out in international humanitarian law.

Yes, even wars have limits.

The ICRC supported almost 400 hospitals worldwide in areas affected by conflict and violence.
The ICRC carried out activities for people living in areas contaminated by mines and explosive remnants of war in 51 countries and territories.
More than 35,000,000 people were helped through ICRC engineers and technicians rehabilitating or building essential infrastructure, water supply systems and sanitation facilities.
The ICRC performed more than 159,000 operations on patients affected by conflict and violence.
