Global Initiative to Galvanize Political Commitment on International Humanitarian Law: Progress Report

The Global Initiative to Galvanize Political Commitment to International Humanitarian Law was launched in September 2024 by Brazil, China, France, Jordan, Kazakhstan and South Africa, together with the International Committee of the Red Cross. In an age where the challenges to humanitarian norms are increasingly complex and evolving, the Initiative provides a timely platform for reaffirming a strong commitment to IHL and promoting concrete actions that uphold humanity in war.
 
From April to June 2025, the six founding states, the 27 co-chairs and the ICRC organized the first round of consultations on the seven workstreams of the initiative. With around 130 states attending the discussions, this first round brought to light a wealth of good practices and concrete proposals to ensure better protection for all persons affected by wars. This progress report, drafted by the 27 co-chairs and the ICRC, captures these ideas and highlights elements that deserve further discussions among states.
