The International Committee of the Red Cross (ICRC) Regional Delegation for Kuwait has an opening for a position of: ICT Specialist (Based in Kuwait)

The ICT Specialist sets up and monitors small-to-medium computer and communication infrastructures under the supervision of a qualified superior in the division/region, carry on installations and troubleshooting activities, in addition to providing workplace services and first level user support.

The ICRC is a neutral, independent and impartial humanitarian organization that seeks to protect and assist people affected by armed conflict and other situations of violence. It is present in more than 80 countries. The ICRC’s regional delegation in Kuwait covers the Gulf Cooperation Council (GCC) countries where it promotes international humanitarian law, raises awareness of humanitarian issues, and handles matters arising from armed conflicts in the region.

Anticipated start of employment: May 2026 or as otherwise agreed.

Responsibilities include but not limited to:

  • As a part of global support services handles Level 2 tickets or escalates as per agreed workflow.
  • Ensures ICT inventory is updated regularly and maintains adequate stock levels.
  • Ensures existing ICT infrastructure is functional.
  • Ensures that global/country-level policies and procedures are implemented and followed.
  • Briefs, advises, and trains end-users on the ICRC's ICT systems.
  • Drafts and updates technical documentation for all IT equipment.
  • Assist ICT Team in project implementation.
  • Provide day-to-day technical support for end-users of desktop applications, IP telephony, Smartphones, printers, and computer hardware, set up and monitor computer and communication infrastructures.
  • Allocates equipment in an efficient manner, considering users' needs and ICRC policies.
  • Keeps track of equipment allocations, dispatches equipment and follows up on shipments to and from other ICRC sites.
  • Keeps technical documentation up to date for all IT installations when relevant.
  • Comply with the ticketing system (Service Now) follow up and handle tickets aligning with the ICRC standards by respecting the KPI’s (Key Performance Indicator) and SLA’s. (Service Level Agreement).

Required skills and experience

  • Bachelors’ degree (Computer Science, computer Engineer, or any other related field).
  • Good command (spoken and written) of Arabic and English. French is an asset.
  • Excellent ICT knowledge.
  • 4 years' troubleshooting experience in an area of the ICT service catalogue (e.g. workplace services, telecommunications, IT, help desk, etc.).
  • Microsoft Windows Server 2019/2025; Active Directory, GPO, DFS & groups management.
  • Networking Fundamentals - WAN/LAN management (VPN, VLAN’s, DNS services, IP addressing and Routing) –CCNA is considered an asset.
  • Experience of communication tool. i.e.: MS Teams environment, etc.
  • Proven record of delivering results and understanding of customer service principles.
  • Microsoft Windows 11 & Office 365 and associated Microsoft cloud services.
  • Knowledge in Data Management Concepts, Microsoft BI – Data analysis.
  • Knowledge in Cyber Security awareness and best practices.
  • Knowledge of Satellite Technology (DATA & Voice), Microwave/Radio Telecommunications.
  • Ability to provide IT support services including IT hardware/infrastructure support.
  • Good understanding on Helpdesk Management - ITIL Foundation is considered an asset.
