CIS : ICRC signs cooperation agreement with Interparliamentary Assembly

A cooperation agreement between the ICRC and the Interparliamentary Assembly of the Commonwealth of Independent States (CIS) was signed in Saint Petersburg on 16 April.

" Parliamentarians play a vital role in making their countries party to international treaties and they also adopt the national legislation required for their effective application, " said ICRC Vice-President Jaques Forster, who travelled to Saint Petersburg for the occasion.

The Interparliamentary Assembly has already adopted a model law on the use and protection of the red cross and red crescent emblems, a model law on the protection of civilians during armed conflicts and model provisions for the repression of war crimes. It has also promoted participation in the Rome Statute of the International Criminal Court and the Ottawa Convention. At the national level, the CIS countries have made considerable progress in adhering to international treaties and in adopting the required implementation measures.

Parliaments and parliamentary unions play a key role in promoting, developing and implementing international humanitarian law. The new cooperation agreement will strengthen the ongoing dialogue between the Interparliamentary Assembly and the ICRC.
