Côte d'Ivoire: moot court competition in international humanitarian law

Abidjan (ICRC) – From 21 to 23 September, the regional delegation of the International Committee of the Red Cross (ICRC) in Abidjan will be holding a regional French-language moot court competition in international humanitarian law.

Students from nine western and central African countries will be taking part.

"The objective of the competition is to raise awareness among students and their academic superiors of such issues of international humanitarian law as the protection of civilians and the wounded, and the principle of distinction between military objectives and civilian objects in armed conflict," said Dominique Liengme, head of the ICRC regional delegation in Abidjan. "The competition is designed to enable students to enhance and consolidate their knowledge in a way that is both entertaining and practical. This event will contribute to the development of instruction in this field of law in African academic institutions."

The city of Abidjan had already been chosen as the site of the competition before Côte d'Ivoire was shaken by the serious post-election crisis. "Even though the case studies are not linked to the Ivorian context, the fact that this exercise in international humanitarian law is taking place in a country emerging from armed conflict makes it all the more interesting for the students," said Ms Liengme.

The teams taking part in the fourth edition of this regional competition are from Benin, Togo, Congo-Kinshasa, Congo-Brazzaville, Guinea-Conakry, Senegal, Cameroon, Mali and Côte d'Ivoire. The competition uses a fictional scenario that forms the basis for a consideration of contemporary political issues and of problems relating to the application of international humanitarian law.

The preliminary rounds of the competition, taking place during first two days, will be devoted to role-playing exercises. The final round, on the third day, will pit the two best teams against each other in fictional proceedings in the Abidjan-Plateau courthouse.
