About the event

The International Committee of the Red Cross (ICRC) is delighted to invite you to the launch of the report Explosive Weapons with Wide Area Effects: A Deadly Choice in Populated Areas.

The event will take place on Thursday, 27 January 2022 at 17:00 CET and will be livestreamed on MS Teams.

The use of explosive weapons with a wide impact area in populated areas is one of the main causes of civilian harm in today's armed conflicts. This new report brings together:

  • The ICRC's extensive field experience of the devastating humanitarian consequences of these weapons;
  • An expert technical and legal analysis of their wide area effects and their implications under international humanitarian law;
  • And a synopsis of relevant policies and practices adopted by parties to armed conflicts.

The report provides detailed 'good practice' recommendations for political authorities and armed forces on measures to strengthen protection for civilians against the use of heavy explosive weapons in populated areas.

  • Introduction to the report by Peter Maurer, ICRC President
  • Message by Izumi Nakamitsu, United Nations High Representative for Disarmament Affairs

Interactive panel discussion:

  • H.E. Lucy Duncan, Permanent Representative of New Zealand to the United Nations in Geneva
  • Laura Boillot, Coordinator of the International Network on Explosive Weapons,
  • Fabrizio Carboni, ICRC Regional Director for the Near and Middle East
  • Moderated by Dr Helen Durham, ICRC Director of International Law and Policy
