The first Asia-Pacific Maritime Law Enforcement Symposium and Workshop was successfully held in Manila from July 5 to 7, 2023. It was co-organized by the ICRC in the Philippines together with the Philippine Coast Guard (PCG), through the Coast Guard Strategic Studies and International Affairs Center (CGSSIAC).
Themed "Maritime Law Enforcement and Contemporary Challenges on Human Safety and Security at Sea," the event explored the contemporary challenges to maritime law enforcement. It also encouraged a humanitarian policy dialogue between the ICRC and maritime security agencies. The symposium and workshop consisted of discussions amongst regional maritime law-enforcement experts/practitioners, and relevant national policy makers and strategic thinkers.
Around 40 representatives of coast guards, maritime police, navies, policy makers and strategic thinkers from 16 countries participated in the discussions with ICRC staff from the Philippine and Asia-Pacific delegations. The officer-in-charge of the PCG, Vice Admiral Rolando Lizor Punzalan Jr., was one of the main speakers of the event.
