The ICRC Delegation in Bogotá is recruiting experienced, highly motivated and qualified staff for the following positions:

 Analysis & Evidence Specialist - Regional

(Resident position)

Purpose:

Based in Bogotá within the ICRC’s Americas Regional Resource Network (RRN) team, the Regional A&E Specialist provides technical, strategic, and operational support at the regional and delegation levels under the supervision of the Head of Regional Affairs, while also acting as a member of the NGO’s global A&E center of expertise. Operating from Bogotá and through regular missions in the region, the specialist offers targeted technical support to delegations (7 delegations in Americas, covering the entire continent) to ensure evidence-based decision-making is maintained during critical moments, whether in crises, when a delegation is understaffed, or lacks specific expertise.  The Regional A&E Specialist will support ICRC programs cross-cuttingly, to national A&E coordinators in delegations where they are present, including in implementing highly specialized analytical products. In delegations without available A&E resources, the specialist will proactively identify relevant workstreams and communication channels, in close coordination with their supervisor. This position also supports the Americas regional team with specific and dedicated analytical products at the regional level, as requested by the Head of Regional Affairs, in agreement the Analysis and Evaluation (A&E) Unit in Geneva, and in coordination with RRN, the Americas team in Geneva, delegations, and other relevant specialists/colleagues.

Tasks and responsibilities:

Strategic Support:

  • Develop systemic approaches to monitor, analyse, and assess regional dynamics and engagement with key actors to inform regional strategic priorities.
  • Support the Head of Regional Affairs, the RRN, and the regional team in Geneva in strengthening and implementing the region's Evaluation and Learning agenda
  • Facilitate the regional and delegation-level adaptation and application of the global A&E strategy to ensure its relevance and effectiveness.
  • Ensure timely updates and knowledge-sharing from the A&E Unit to keep delegations and the region informed of critical developments.
  • Support the Regional Management Team in strengthening and implementing the region’s Evaluation and Learning agenda.
  • Represent the ICRC in key forums, meetings, and workshops, building relationships with relevant authorities and organizations.
  • Actively collaborate with Movement partners at the regional level to promote and integrate A&E best practices.

Tasks and responsibilities:

Operational Support:

  • Design and implement evidence-based decision-making systems for addressing country-level and strategic regional issues, leveraging tools such as secondary data reviews, assessments, monitoring exercises, evaluations, internal reviews and lessons learnt exercises.
  • Assist the Head of Regional Affairs in drafting presentations, analytical reports, RRN products, including definition, data collection, analysis, design, reporting, and the use of advanced digital tools.
  • Provide hands-on support during field deployments by conducting multidisciplinary and domain-specific needs assessments and advising on operational planning for integrated responses.
  • Assist field teams in establishing monitoring systems and tools that are aligned with institutional standards and tailored to specific delegation needs.
  • Lead the development and refinement of innovative methods and tools, document lessons learned, and promote the adoption of best practices across regions.
  • Offer surge capacity and rapid deployment to address critical staffing or expertise gaps during emergencies.
  • Enhance the capacities of field staff, National Societies, and stakeholders through tailored training, coaching, and knowledge-sharing initiatives.
  • Develop, standardize, and institutionalize analytical guidelines, tools, and training modules as a global file lead on specialized topics within A&E.
  • Support external evaluations as a counterpart to the Evaluation Office, ensuring they are aligned with institutional learning objectives and operational decision-making needs.
  • Guide the integration of Accountability to Affected Populations (AAP) into A&E practices, fostering inclusivity and transparency.
  • Ensure all A&E products adhere to industry standards, are documented, shared and disseminated regularly among key stakeholders, and maintain clear trace of decisions for accountability and auditing purposes.
  • Undertake additional tasks and responsibilities as required to support the A&E mission.

Minimum requirements and required skills:

  • University degree in Economics, Statistics, Social Sciences, Geographic Information Systems (GIS), Political Science, or a related field.
  • Minimum of 5 years of professional experience in needs assessments, strategic and/or project planning and formulation, monitoring, evaluation, learning, operational information management, results-based management, or a related area.
  • Experience in leading surveys and evaluations of programs or projects, including design, data collection, and analysis.
  • Proficiency in using programs for data systematization and visual design.
  • Relevant humanitarian experience such as in ICRC, the Red Cross Movement, UN agencies, or NGOs. International experience is desirable.
  • Experience in analysing, drafting, interpreting, and presenting information to support decision-making.
  • High level of autonomy, initiative, and efficiency, with strong teamworking skills and the ability to foster a conducive environment.
  • Availability for frequent missions across the continent and potentially to other regions.
  • Advanced level of English (C1) is required
