Evaluation of ICRC’s Athens Delegation 2016-2024

The ICRC’s Delegation in Athens closed at the end of 2024, after a decade of field operational presence in Greece. The evaluation of the ICRC Athens Delegation (2016-2024) assesses the relevance, effectiveness, and sustainability of its programs supporting vulnerable migrants in Greece, focusing on family reunification, detention conditions, and forensic management. 

Conducted between May and October 2024, the evaluation highlights the Delegation’s success in filling critical gaps, such as improving forensic services and health care in detention, and fostering trust with authorities. It also notes positive incremental changes in detention and missing migrants’ programs, demonstrating the ICRC’s unique added value in a non-traditional context. However, opportunities exist to enhance sustainability by prioritizing formal policy changes earlier and strengthening partnerships. Additionally, improving closure processes and strategic decision-making can further ensure long-term impact and accountability.
