The Evaluation Office
In 2021, the ICRC established its centralized Evaluation Office to enhance evaluation practices and promote evidence-based decision-making across both ICRC headquarters and field operations. In that regard, the Evaluation Office supports the ICRC to commission independent external evaluations for its programs, projects, and strategies.

Evaluations: A Commitment to Institutional Learning
The ICRC is guided by the OECD Development Assistance Committee’s (DAC) definition of evaluation as “an assessment, as systematic and objective as possible, of an on-going or completed programme or policy, its design, implementation and results”. Evaluations conducted within the ICRC’s evaluation framework are an examination of an action, process, policy or strategy aimed at creating an objective evidence base to support important decisions, draw lessons for improvement and enhance organizational accountability (including transparency).

Evaluations are embedded in the ICRC’s way of working and are systematically used as credible, trusted, and influential evidence to inform strategic planning, policy formulation, and operational decision-making at all levels of the organization.
Evaluations: Centralized, decentralized, tailored approaches
ICRC Evaluations are tailored to the commissioning team’s needs and requirements, which makes them vary in scope, budget and purpose. Centralized evaluations are strategically scoped in alignment with the institutional strategy objectives covered by a central budget, while decentralized evaluations are thematically scoped, covered by a delegation budget. Tailored approaches are elaborated on a case-by-case basis.
