Evaluations at the ICRC: Evidence-based learning

Independent external evaluations at the ICRC help us learn from what we do as we work to achieve better outcomes for people affected by armed conflict and other situations of violence. We use evaluations to generate evidence and insights which inform our decision making. Discover the work of the Evaluation Office and its team, based both at HQ and in the regions, and discover the reports and recommendations of independent external evaluations conducted on the ICRC’s programs, projects and strategies.

The Evaluation Office

In 2021, the ICRC established its centralized Evaluation Office to enhance evaluation practices and promote evidence-based decision-making across both ICRC headquarters and field operations. In that regard, the Evaluation Office supports the ICRC to commission independent external evaluations for its programs, projects, and strategies.

These evaluations, aligned with the ICRC’s institutional strategy, provide critical insights to guide the organization's work. The Evaluation Strategy outlines key priorities for strengthening evaluation practices and maximizing the use of evaluation findings to support institutional learning and accountability.
