Israel and the occupied territories: ICRC reiterates call to release hostages after release of distressing video

Hostage-taking is strictly prohibited under to international humanitarian law. All forms of public exposure that humiliate persons deprived of liberty and endanger their safety must be avoided. 

We reiterate our call that until the hostages are released, the ICRC must be granted access to all the hostages – access that has been withheld so far – so we can assess their condition, give them medical support and facilitate contact with their families.

The harrowing video published today is another reminder of the importance of an agreement being reached which will see the release of all hostages held in Gaza. It would also allow the entry and safe distribution of more aid, to alleviate the catastrophic humanitarian situation.

The International Committee of the Red Cross (ICRC) stands ready, as we have been since the first day, to fulfill our role as a neutral humanitarian intermediary, and to facilitate the release of all the hostages at any stage.

Note to editors

The ICRC was made aware of the video after it was published. ICRC staff have no knowledge of any hostages in the vicinity of our offices, nor have we been granted any access to anyone held hostage.

The ICRC has been present in Israel and the occupied territories (including the Golan, West Bank and Gaza Strip, and Shebaa Farms) since 1967. As a neutral, impartial and independent humanitarian organization, we promote compliance with international humanitarian law (IHL) and work to mitigate the impact of armed conflict, other violence and occupation on civilians through our protection activities and assistance programs.
