Under the close supervision of the HR Manager, the HR Assistant assists in carrying out administrative work and preparing and updating documents for delivering HR services, in line with the ICRC’s policies and the applicable laws and regulations.

Relationships

  • Internally, interacts with staff members of MSSC
  • Externally, interacts with a network of contacts at local level

Accountabilities and responsibilities

Human resources management

  • Provides general secretarial and administrative support on HR matters (updating staff files and contracts, handling correspondences, promotion, registration and filing, disciplinary processes, transfers, etc.)
  • Ensures that information on HR issues under his/her responsibility is shared within the Center
  • Ensures compliance of all the processes with Staff regulations and other ICRC HR internal guidelines
  • Keeps records (e.g. absences, holidays, etc) and ensures that HR data is of good quality and kept up to date, particularly regarding salary
  • Assists and provides support to the onboarding and talent development team.
  • Provides information and assistance to staff on HR-related matters
  • Upon request from supervisor or HRM, supports in the presentations to staff member on different HR topics
  • Supports and advises HR Manager and line managers on probation follow-up and termination of contracts timely and accurately according to HR guidelines

Recruitment/employment

  • Provides administrative follow-up for recruitment activities.
  • Ensures recruitment process and policy is respected, informs and assists hiring managers and candidates for positions under scope of responsibility.
  • Organizes the recruitment processes: initiates recruitment campaign, receives and pre-selects applications, attends interviews and organizes written tests and technical assessments
  • Summarizes recruitment results (test and interviews) and once final candidates selected, drafts Job offer for validation
  • Prepares all hiring documents (order, contract), creates person in HR space and prepares notification to the relevant authorities.
  • Conducts HR briefings on the main policies and rules, follow up with line managers on the induction, onboarding activities for new hires.

Development of the Human Resources Department

  • Assists HRM in administering programs, procedures, and guidelines to help align the workforce with the strategic goals of the organization.
  • Prepares and maintains reports that are necessary to carry out the functions of the Human Resources department, if necessary or requested.
  • Participates in administrative staff meetings and attends other meetings and seminars as necessary and to represent the department.

Training and development

  • Provides administrative follow-up for training activities.
  • Compiles and schedules participants into training sessions.
  • Tracks participants and enters training records into a consolidated excel file and maintains it.
  • Develops and keeps updated the list of training priority by employee.
  • Encourages development through iDEV, iLearn and other online platforms.
  • Organises and supervises language classes for resident and mobile staff

Selection requirements

  • University degree in Human Resources, Psychology, Business Administration or other related studies
  • At least 2 years work experience in HR
  • Excellent written and spoken English
  • Excellent computer skills especially in MS Office applications, including MS Excel, Word & PPT
  • Excellent organizational and time management skills
  • Excellent interpersonal skills
  • Capacity to employ applicable rules and procedures
  • Capacity of treating information confidentially
  • Amenable to fixed-term employment
