his publication provides an overview of the achievements and challenges of the Mine Ban Convention (which entered into force on 1 March 1999) in its second decade of operation. Challenges in the fields of stockpile destruction, mine clearance and victim assistance are considered in light of the commitments made by States Parties in the Cartagena Action Plan (2009). Universalization of the Convention and resource mobilization are also highlighted as additional steps required to ensure an end to the scourge of anti-personnel landmines.
