Key Points

In the first half of 2010, the ICRC:

  • supported the Chilean Red Cross and authorities after the February earthquake and tsunami, helping them to restore family links, provide emergency health care for detainees and identify human remains;
  • responded to the needs of violence- and flood-affected communities in Rio de Janeiro and in northern and central Paraguay, providing first aid and relief;
  • started training staff to provide residents of Rio de Janeiro's favelas with health care and safer schools;
  • maintained its dialogue with police and other authorities in Chile and Paraguay on the treatment of people arrested in connection with social and land issues;
    helped the armed forces of Argentina, Brazil and Chile to produce IHL manuals;
  • helped military police in Brazil and civilian police in Paraguay to incorporate human rights norms into their work;
  • received broad media coverage of its activities in Chile, Haiti and Colombia.
