Luxembourg and ICRC sign new agreement to deepen humanitarian cooperation

On 23 September 2025, on the margins of the United Nations General Assembly, the Grand Duchy of Luxembourg and the International Committee of the Red Cross (ICRC) signed a new multiyear Strategic Partnership Framework (2026-2029), building on the long-standing cooperation between the ICRC and the Grand Duchy.

The new framework agreement highlights the financial and strategic commitment of Luxembourg. Its flexible and predictable funding enables the ICRC to respond to humanitarian needs worldwide, including in places where crises receive less public attention. 

Luxembourg’s strong and consistent commitment to humanitarian action, stands out at a time when many states are prioritizing defense spending without investing in parallel in IHL and neutral, independent and impartial humanitarian action. Its political and financial support reflects our shared dedication to principled humanitarian action, notably through the establishment of the ICRC’s Global Cyber Hub, created to enable ICRC’s capacity to uphold its fundamental principles of humanity, neutrality, independence and impartiality, and standard working modalities of proximity to people, “do no harm” and confidentiality, through our technology choices and key operational digital activities, as well as to enable safe and secure operations across frontlines.

Luxembourg’s flexible and predictable support will enable the ICRC’s work at a time when wars are increasing and driving unprecedented levels of needs. I also appreciate Luxembourg’s commitment to standing behind the rules of war, enabling neutral and independent digital humanitarian services action in the digital age and taking an active part in the Global Initiative for humanitarian law.
