Moldova: Advancing Movement Coordination through the MCCIA Workshop
On the 30th of April 2026, Movement components in Moldova hosted an IFRC/ICRC workshop on the Movement Coordination for Collective Impact Agreement (MCCIA), also known as the Seville Agreement 2.0. The event was co-facilitated by the ICRC Eurasia region and the IFRC Regional Office for Europe and Central Asia, marking an important step in strengthening coordination across the Movement components.
The workshop brought together 30 participants, including leadership and key staff from the Moldova Red Cross Society (MRCS) – among them the Executive Director, Governing Board members, branch directors, and coordinators. Representatives from the Swiss Red Cross, the IFRC, and the ICRC also took part, including a colleague from MOV PAR DIVISION, ICRC HQ Learning and Development (LnD) Unit from Geneva (on mission in Moldova).
Led by the Budapest based ICRC and IFRC Deputy Regional Directors, Sophie Goyet Celebic and Maria Alcazar respectively, the sessions combined insightful presentations with realistic case studies. This approach created a highly interactive environment that encouraged open dialogue, critical thinking, and collaborative problem-solving. Discussions focused on clarifying the roles and responsibilities of Movement components, strengthening coordination in complex operational contexts, and reaffirming the central role of the National Society.
Participants explored key coordination mechanisms applicable in settings with multiple Movement actors, while reflecting on the meaning of effective coordination and collaboration – highlighting trust, complementarity, shared responsibility, and unity of purpose. The Red Cross Red Crescent Fundamental Principles and the Statutes of the RC RC Movement remained a consistent reference point throughout the discussions.
As part of the joint regional plan to raise awareness on the Seville Agreement 2.0, the workshop represented a significant milestone for the Movement components in Moldova. It contributed to a shared understanding of coordination principles, reinforced the leadership role of the MRCS, and fostered a collective commitment to more predictable, coherent, and impact-driven action.
The workshop concluded with a series of next steps including a proposed action plan to further strengthen cooperation among Movement partners, developing a new Movement Coordination Agreement, aligned with the MCCIA framework, and additional priority actions to enhance operational effectiveness and collective impact.
