16-11-2009 News Release 09/231

Moscow (ICRC) – The International Committee of the Red Cross (ICRC) and the Secretariat of the Collective Security Treaty Organization (CSTO) today signed a protocol of intent to enhance their cooperation, particularly in promoting international humanitarian law.

" Today's signing is a significant step for the ICRC in the region and we intend to work closely with the CSTO to promote humanitarian principles and international humanitarian law among member States, " said Pascale Meige Wagner, the ICRC's head of operations for Eastern Europe and Central Asia. " Together with the CSTO Secretariat and member States we will examine global and regional humanitarian challenges. In addition, we look forward to a substantive dialogue on issues relating to international humanitarian law and human rights law. "

The ICRC has a mandate from the international community to promote respect for humanitarian principles, international humanitarian law and other norms applicable to situations of armed violence. It pursues this aim in all CSTO member States, including the Russian Federation.
