Senegal: law professionals from 12 States enhance their knowledgeof international humanitarian law

Dakar (ICRC) – The International Committee of the Red Cross (ICRC) and the law school of Cheikh Anta Diop University in Dakar are organizing a French-language pan-African course on international humanitarian law – the fourth of its kind – that will take place in Saly, Senegal, from 13 to 17 September.
The teachers and law professionals taking part in the course come from Benin, Burundi, Cameroon, Chad, the Comoros, Congo-Brazzaville, Congo-Kinshasa, Côte d'Ivoire, Mali, Niger, Senegal and Togo. With the help of experts from the International Criminal Court, the International Criminal Tribunal for Rwanda and the ICRC, they will examine topics relating to the legal characterization of conflicts, national and international prosecution and punishment of serious violations of international humanitarian law, teaching methods within the field of international humanitarian law, conflict resolution mechanisms and the challenges currently facing humanitarian activities.
In the opinion of Prof. Ndiaw Diouf, dean of the law school, " this course provides an opportunity to share experiences acquired teaching international humanitarian law in African universities. " According to Christophe Martin, head of the ICRC regional delegation in Dakar, " the ICRC is aiming at the next generation of decision-makers by encouraging universities to offer courses in international humanitarian law and by providing support for professors who teach the subject. "
This fourth French-language pan-African course builds upon previous courses on international humanitarian law held in Dakar in 2003, in Ouagadougou in 2006 and in Brazzaville in 2008.
