Digital technologies represent both a beacon of hope and a series of unprecedented risks.
Such risks include data leaks, cyberoperations, challenges of control over AI and autonomous wearpons, misinformation, disinformation and hate speach online. When digital technologies are used in armed conflicts as a means and method of warfare, they bring about humanitarian consequences, which the applicable rules of international humanitarian law are meant to mitigate.
There are also overarching themes relating to digital technologies in wartime, informing laws, policies and practice, namely, "trust" and "ethics". Indeed, principled humanitarian action, just like data sharing, is based on trust, and even means and methods of warfare should be informed by ethical framework. That's what we would like our guest speakers to focus on.
