Project Management Framework

The ICRC’s Project Management Framework (PMF) sets out the organization’s guidelines on managing projects and on the governance of the portfolio of projects managed at headquarters. The PMF describes how projects are to be managed (do the projects right).
The PMF explains the value of project management and how to manage projects successfully, and the relationships between change management and project management. It also describes when to manage projects as a programme, that is, a group of interrelated projects that are managed in an integrated way in order to bring about a complex transformation in a métier (business function) or throughout the entire organization.
The PMF draws upon the ICRC’s experience in managing projects and programmes and is based on international standards and best practices in the domain. The PMF emphasizes the importance of scope clarity, project organization and governance, management of project risks and project monitoring, and the incorporation of risk management and change management practices in the project lifecycle.
