Accountabilities and responsibilities

  • Independently carries out large computer and telecommunications infrastructure projects according to ICRC standards.
  • The technical expert responsible for the design, implementation, and maintenance of ICT infrastructure and systems and telecommunications.
  • Accompany ICT team to install, maintain and adapt existing large-scale infrastructure and material.
  • Provides technical support and training on ICT-related matters in the country.
  • Documentation of existing infrastructure and processes
  • Monitors ICT installations and, in consultation with their coordinator and hierarchical superiors, takes appropriate measures to guarantee that they function properly, and that policies and procedures are followed.
  • Tests ICT equipment, hardware and software networks and other devices to ensure optimal performance and standard configuration. 

Additional duties

  • Identify knowledge gaps and link with Field ICT training opportunities.
  • Be aware of ICT operational urgencies and priorities within the Region. Work on priorities, consult or escalate to FPIM team, delegate tickets to site ICT Technical teams for resolution.
  • Participate in pilot deployments of various upcoming technology evolution and projects and be a lead on Field side – write deployment/migration reports as needed, provide actionable feedback for continuous improvement
  • Support the development, testing, and implementation of disaster recovery plans, ensuring data backups and ICT functionality during emergencies.
  • Provide advanced technical support, resolve critical incidents, and ensure high-quality service delivery in alignment with SLAs.
  • Mentor and train ICT Specialists, share technical knowledge, and support team alignment with organizational goals and standards.
  • Monitor, maintain, and document ICT resources, plan for upgrades, and support procurement based on technical requirements.
  • Lead the design and implementation of scalable, secure, and resilient ICT systems, ensuring compliance with global standards and supporting disaster recovery plans.
  • Provide advanced ICT support for field staff and operations, including emergency response, communication systems, and infrastructure readiness.
  • Implement robust security measures, conduct risk assessments, respond to threats, and deliver cybersecurity training to safeguard organizational data and systems.
  • Provide technical advice, assess ICT needs, propose innovative solutions, and contribute to long-term ICT strategies and planning.
  • Foster cross-department collaboration, build team capacity through training, and contribute to global ICT knowledge-sharing initiatives.
  • Promote energy-efficient ICT practices and implement e-waste management program.
  • Explore and evaluate emerging ICT technologies, support pilot projects, and drive the adoption of innovative solutions to enhance operational efficiency.
  • Develop dashboards, provide technical reports, and contribute to performance analytics to support data-driven decision-making and continuous improvement. 

Reporting

  • Provide regular reports to ICT Coordinator about technical performance, challenges, and achievements.
  • Provide reports on his missions and communicates them with all relevant stakeholders.
  • Ensure there is up to date technical documentation on the ICT installation and procedures specific for the covered sites.
  • Provision of an elaborate report with practical recommendations for actioning along the specified scopes and different levels.

Selection requirements

  • Bachelor’s degree or Post-graduate degree in telecommunications, electronics, computer science or related field.
  • 4–5 years troubleshooting experience in an area of the ICT service catalogue (e.g. workplace services, telecommunications, IT, help desk, etc.).
  • Minimum 2 years’ experience as ICT Engineer.
  • Knowledge of ICT technical layer: Networking Infrastructure (LAN/WLAN, WAN); Communication Systems (Satellite, VSAT, Radio); Server and Technical Layer; Communication Protocols (SIP), Workplace Management.
  • Proven ability to train others according to ICRC ICT procedures and standards, so that they are autonomous in managing ICT operations.
  • Understanding specific thematic (cybersecurity, transformative initiatives, information management, data analytics, business intelligence tools) an asset.
  • Must be open to travel to different locations of ICRC operations in the Philippines and globally
