ICT Specialist manages and organizes all ICT systems and services in the locations where he/she is posted.

S/he assists the ICT Coordinator and/or ICT Manager in designing and installing ICT infrastructure. S/he sets up and monitors small to medium computer and communication infrastructures with supervision from ICT Coordinator. 

Accountabilities and responsibilities

  • ICT Administration and Infrastructure Management: Ensure the effective implementation, maintenance, and security of ICT and telecom systems, infrastructure, and networks in compliance with global and local policies.
  • Support the planning, execution, testing, and documentation of ICT projects, including hardware and software deployments, while providing end-user training.
  • Ensure timely resolution of technical support requests while maintaining user satisfaction and service quality.
  • Collaborate with team members, share knowledge, and seek guidance to enhance technical skills and improve service delivery.
  • Maintain and manage ICT equipment inventory, ensure proper handling and maintenance, and report issues or resource needs to the ICT Manager and/or ICT Coordinator.
  • Provide regular updates to ICT Manager and/or ICT Coordinator on ICT activities, technical issues, and maintain accurate and up-to-date technical documentation.
  • Enforce cybersecurity policies, conduct security assessments, mitigate risks, and safeguard sensitive data and systems.
  • Support the implementation of disaster recovery plans, ensuring data backups and ICT functionality during emergencies.
  • Collaborate with other departments to align ICT systems with operational needs and contribute ICT expertise to cross-departmental projects.
  • Update ICT documentation, user guides, and knowledge bases to ensure accessibility and support for end-users.
  • Promote energy-efficient ICT practices, manage e-waste responsibly, and support environmentally friendly initiatives in line with ICRC policies.
  • Monitor ICT system performance, report on KPIs and SLAs, and provide actionable insights for continuous improvement.
  • Provide technical support for events and meetings, including setup and troubleshooting of audio-visual and video conferencing systems to ensure seamless operations.
  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.
  • Keeps track of equipment allocation, dispatches equipment, and follows up on shipments to and from other ICRC PH sites.
  • Places orders for parts, equipment and tools, locally or in LOG HQ, according to standing procedures and in collaboration with the administration and logistics.
  • Installs, maintains, repairs and monitors ICT equipment in line with ICRC standards.
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant ICT.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
  • Takes responsibility for their own professional learning and development. 

Selection requirements

  • Bachelor’s degree or equivalent in IT, electronics, computer science or similar field
  • 3-4 years' troubleshooting experience in an area of the ICT service catalogue (e.g. workplace services, telecommunications, IT, help desk, etc.).
  • One year of people-management experience a strong asset.
  • Understanding specific thematic (cybersecurity, transformative initiatives, information management, data analytics, business intelligence tools) an asset.
  • Knowledge about the financial, supply chain process and other usual ICT processes is an asset.
  • Good command (spoken and written) of English and/or French.
  • Must be open to travel to different locations of ICRC operations in the Philippines.
