The ICRC Delegation in Bogotá is recruiting experienced, highly motivated and qualified staff for the following positions:

 Analysis & Evidence Coordinator

(Resident position)

Purpose:

The Analysis & Evidence Coordinator is responsible for coordinating the overall use of evidence to inform decision making across ICRC activities within the delegation. This is carried out through the planning, development, and implementation of initial assessments, analysis, monitoring and evaluation of ICRC programmes in line with ICRC standards. This includes providing high level analytical leadership and guidance to programme departments and delegation’s management in the area of expertise and competence. The job holder will support delegation’s management, from delegation to field level, in integrating context analysis, needs assessment, planning, monitoring and evaluation into their management practice. The A&E Coordinator reports to the Head of delegation and regularly consults with his/her functional manager in the Regional Resource Network (RRN) or Headquarters, keeping herself/himself informed on updates and new institutional directions defined at global and regional level. S/he works transversally and coordinates A&E activities across programmes to ensure the delegation is streamlining and leveraging the use of evidence to inform decision making.

Tasks and responsibilities:

Strengthens evidence-based, outcome-oriented decision-making:

  • Formulates the Analysis & Evidence delegation strategy, priorities and plan and actively leads on its implementation.
  • At PfR design and operational plan stage, advises management and programme coordinator(s) or is directly responsible to develop situation and problem analysis, as well as the logical framework/theory of change.
  • Ensures that managers are informed and kept abreast of key risks and emerging trends at global, regional and local levels, through the use of existing institutional situation monitoring systems (geospatial data analysis, predictive analysis, early warning systems,...) and through timely and in-depth analysis.
  • Takes the lead in developing and supporting a robust Results-based Management (RBM) system that prioritizes achieving outcomes. This includes implementing monitoring and analysis efforts to inform programmatic decisions and enable effective program steering by decision-makers.
  • Facilitates strategic prioritization and targeting exercises (in terms of geography, infrastructure, pallet of services, etc.) by proposing robust methodological approaches and providing management and coordinators with the most reliable evidence, insights and foresight available.
  • Contributes to the delegation’s engagement for funding opportunities, establishing relevant assessment mechanisms and monitoring frameworks that are feasible and consistent with the overall strategy of the delegation.
  • Ensures the digitalization and automation of data collection exercises, reporting, and visualization. He/she advocates for the utilization of institutional tools such as Device Magic, RedRose, Tableau dashboards, and others to enhance the efficiency and effectiveness of these processes.
  • Advises programme managers and coordinators on evidence-based decision-making, including programme design, implementation and course-correction, notably through generating and disseminating assessment, monitoring, analysis review and evaluation insights and foresights. 
  • Advises programme managers and coordinators on outcome-oriented approach, including programmes and delegation strategy’s, theories of change and monitoring plans design.
  • Establishes frameworks to enable the delegation to follow and leverage country-level inter-agency analysis, monitoring, reporting and evaluation frameworks, as part of the overall situation monitoring system of the delegation. 
  • Supports programme coordinators in ensuring that delegation A&E systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements, standard operational procedures (SOP) and establishment of result-based management frameworks in line with the relevant programme management reference frameworks.

Enables the implementation of multi-disciplinary, needs-based and people-centric programs:

  • Coordinates and conduct multidisciplinary and thematic assessments to understand affected people needs, vulnerabilities, capacities, and exposure to risks, including in emergency situations; facilitates the interpretation of results and the production of reports and recommendations for operational planning.
  • Where appropriate, collaborates with other organisations (e.g., clusters, inter-agency working groups, etc.) on country-level inter-agency assessments, analysis, monitoring, reporting and evaluation. 
  • Support beneficiary targeting and selection activities; ensure the use of initial assessment and monitoring data in the choice of targeting methods and eligibility criteria. 
  • Takes responsibility for integrating accountability to affected population (AAP) and diversity & inclusion (D&I) perspectives in all areas of work and can be asked to advise the delegation in terms of AAP. Encourages the integration of people's views and perceptions into each program's monitoring and evaluation frameworks, as well as statistics, qualitative studies and measures of well-being.
  • Advises on data management systems to strengthen information related to spatial, socioeconomic, water and habitat, health and protection situation of affected people and beneficiaries.
  • Advise on secure and more efficient solutions for interacting with affected people, including (remote) beneficiary management, feedback and claims mechanisms, and data collection and management.
  • Develops and maintains relationships with key internal and external stakeholders, working closely with other ICRC departments to contribute to multi-disciplinary and multi-stakeholder outcomes. 

Promoting a Culture of Learning:

  • Provides guidance to the delegation in identifying and documenting both good and bad practices, ensuring that lessons learned are shared with relevant stakeholders in a practical and actionable manner.
  • Offers guidance and advice on / directly conducts program reviews, facilitates lessons learned workshops, and collaborates with the Evaluation Office to support independent external evaluations.
  • If and when applicable, act as Evaluation counterpart for external evaluations intended for learning, strategic and operational decision-making.
  • Shares A&E findings adequately and conducts debrief sessions with relevant thematic focal points and program teams. Documents resulting action points and incorporates them into A&E reports and tracking tools.
  • Ensures collaborative analysis and interpretation of A&E findings with thematic focal points and program teams, fostering a joint understanding and utilization of the insights.
  • Contributes to regional and global learning initiatives of the ICRC related to A&E, such as participating and contributing to virtual meetings, seminars or workshops on a quarterly or biannual basis or similar activities.
  • Supports programme coordinators and management in addressing recommendations from assessments, monitoring, reviews and evaluations. 
  • Ensures lessons from different stages of the programme cycle are collected and disseminated, fostering a learning environment within the delegation and beyond.

Team integration and capacity building on the A&E function within the delegation:

  • Facilitates the integration of A&E team members, supports and guides different A&E roles through the transformation process, and fosters an inclusive and collaborative working environment, encouraging collaboration, co-creation and mutual learning within the team.
  • Develops the skills of the A&E team through professional development and continuous learning opportunities.
  • Ensures that the A&E team uses a common language and shared tools to ensure consistency and collaboration internally and with the rest of the organization.
  • Strengthens the A&E function within the delegation by identifying and training A&E focal points within programs and sub-delegations.
  • Builds A&E capacity of field staff, national society and other stakeholders through training, information sharing and coaching. 
  • Creates synergies with departments in charge of data management, support and digital transformation within the delegation, in line with ICRC data governance standards and related policies. 
  • Collaborates with stakeholders responsible for information management systems to ensure the quality and use of internal and external reports.

Minimum requirements and required skills:

  • University degree in Economics, Statistics, Social Sciences, Geographic Information Systems (GIS), Political Science or other related field.
  • Minimum of 6 years of professional experience in coordination, needs assessments, strategic and/or project planning and formulation, monitoring, evaluation, learning, operational information management, results-based management or a related area. 
  • Field experience leading surveys and evaluations of programmes or projects, including design, collection, analysis and interpretation of data, including reporting for decision-making. Relevant humanitarian experience in ICRC, Red Cross Movement, UN agencies or NGOs. 
  • Experience in team management is desirable.
  • Participation in design and implementation of EcoSec, WatHab, Protection, Health, WeC, and/or COOP programmes or other similar programmes in another organization.High level of autonomy, initiative, and efficiency, with strong teamworking skills and the ability to foster a conducive environment.
  • Advanced level of English (C1) is required
