Between 2012 and 2015, the ICRC undertook two major consultation processes on strengthening legal protection for victims of armed conflict. These two processes have since moved into a new phase pursuant to Resolutions 1 and 2 of the 32nd International Conference of the Red Cross and Red Crescent, which was held in December 2015. The focus of the first is on strengthening legal protection for persons deprived of their liberty in relation to armed conflict. The second is devoted to strengthening international humanitarian law (IHL) by enhancing the effectiveness of IHL compliance mechanisms. The latter track is being carried out jointly by the ICRC and the Swiss government.
Strengthening IHL – Overview
