The ICRC is a neutral, impartial and independent organisation with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavours to prevent suffering by promoting and strengthening International Humanitarian Law (IHL) and universal humanitarian principles. The ICRC’s Regional Delegation in the Pacific is based in Suva, Fiji, and has sub-sites in Australia and Papua New Guinea (PNG).

The Finance & Administration (FAD) Country Manager ensures the integrity of financial and analytical accounting, oversees financial and HR management, and leads administrative services within the Pacific Regional Delegation. As a key member of the Management Team, the role contributes to decision-making, financial compliance, risk management, and staff support, while ensuring quality HR and administrative processes delegation-wide.

The ICRC is seeking an experienced and highly motivated professional for a full-time position based in Suva. The role is open to Fiji nationals as well as candidates of other nationalities with the legal right to live and work in Fiji.

Key Responsibilities

Finance

  • Prepare annual budget, forecast, and financial reporting processes across the delegation.
  • Ensure compliance with statutory, audit, and tax requirements.
  • Oversees the daily finance activities, the monthly accounting closing and the year-end accounting closing for the delegation.
  • Co-signatory and finance interface for both authorities and commercial parties (suppliers, banks etc).
  • Oversee treasury, accounting closures, and risk management.
  • Advise and coach managers on financial and economic matters supporting humanitarian programming.
  • Interpret institutional guidelines and policies in light of the local context.

Administration

  • Supervise overall administration services, ensuring efficient use of delegation resources.
  • Oversee procurement of supplies, staff travel, and general coordination of support functions.
  • Ensure compliance with institutional policies and risk management measures.
  • Updates delegation wide policies concerning Finance, Premises and Welcome in respect to both institutional guidelines and contextual legal environment.

Premises

  • Manage office and residential premises, including leases, security, and maintenance.
  • Ensure safe, secure, and sustainable accommodation and working conditions for staff.
  • Implement sustainability measures and ensure efficient resource use.

Welcome Services

  • Oversee travel arrangements, visas, accommodation, and onboarding of visitors and staff.
  • Supervise welcome services to ensure smooth arrivals, departures, and staff welfare.

Human Resources

  • Provide leadership on HR strategy, workforce planning, and policy implementation.
  • Oversee recruitment, onboarding, and performance management.
  • Ensure compliance with labour laws in Fiji, PNG, and Australia.
  • Manage compensation & benefits, salary reviews, and staff relations.
  • Promote staff development, learning opportunities, and diversity & inclusion.

Education & Certification

  • University degree in Business Administration, Finance/Accounting, HR, or Hospitality Management.
  • Professional certification in Accounting (CPA, CMA, CIA or equivalent) is an asset.
  • Strong computer literacy and fluent command of English.

Professional Experience

  • Minimum 6 years’ experience in finance, management, or HR, including at least 1 year in financial accounting/controlling.
  • Experience in international work environments (abroad or with international organizations/NGOs).
  • Experience working with the Red Cross / Red Crescent Movement is an asset.
  • Prior ICRC field experience is an advantage.
