The HR Quality Control Officer is responsible for the PACSS’ quality-control processes for HR related data entries, in accordance with the ICRC policies and procedures.

They support and monitor subset of the data management processes within the PACSS to enable evidence-based decisions and improvements in the area of data entry, quality support and analytics.

Relationships

  • Internally, interacts with employees, fellow members of PACSS, HR teams at headquarters and in the field, and other and HR Service Providers
  • Externally, may interact with external suppliers and service providers

Accountabilities and responsibilities

Data quality ontrol 

  • Conduct both manual and semi-automated data quality controls of the unit that encompasses the entries/actions in the HR systems made by the teams in PACSS 
  • Review and improve controls annually based on risk assessment and as needed due to process updates/changes 
  • Develop and establish controls to address process gaps identified during quality assurance and risks discussions and/or brought by system or policy changes
  • Coordinate and ensure proper and timely closure of incident management with the Quality Assurance Officer, Team Leads, SMEs and as needed, with the management
  • Maintains the quality-control documentation database, instructions, and records

Analysis & reporting

  • Build reports to present data, statistical reviews, and trends in identified errors 
  • Prepare data analysis and reports for internal and external compliance reviews or audits as needed
  • Coordinate with Quality Assurance Officer to improve data quality of PACSS entries/actions
  • Takes ownership of assessment of controls across the end-to-end transaction lifecycle, proactively assessing threats, vulnerabilities, and possibility of future incidents

Support   

  • Provide guidance to the Team Leads and management in bringing long-term solutions to repeated issues identified from control reports
    Aid Quality Assurance Officer by providing data of control outputs to support Root-Cause Analysis exercise and building/improving of KPIs & SLAs

Additional duties

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Takes responsibility for their own professional learning and development
  • Participate in projects, as necessary
  • If necessary and upon request, provide ad hoc administrative tasks for the unit or department
  • Being proactive with continuous improvement propositions for the team’s management processes and / or more generally the PAC Administration

Selection requirements

  • University degree or equivalent experience.
  • At least 3 years of previous experience in HR Administration or Shared Services environment.
  • Knowledge and experience of HR services, including workflows, processes, key performance indicators, and data quality controls.
  • Functional knowledge of control design, risk assessment, quality audits and issue management
  • Excellent reporting skills and advance knowledge in using Microsoft Excel (experience in developing macros via VBA Excel)
  • Proficiency in other Microsoft Office suite (Word and PowerPoint)
  • Working knowledge of HR information systems
